Singapore launches first request for proposal for LNG bunker supplier license

Singapore launched Tuesday its first Request for Proposal (RFP) for interested parties to apply for a liquefied natural gas bunker fuel supply license, the Maritime and Port Authority of Singapore said in a statement.

Successful applicants of the RFP are expected to start LNG bunkering from early 2017, said MPA.

Applicants are to propose an end-to-end LNG bunkering supply solution detailing their supply and delivery model, according to LNG market sources and marketing plans.

Applicants have until September 30 to submit their proposals to MPA.

The shortlisted proposals will be announced by the MPA by the end of 2015.

As part of efforts to develop LNG bunkering, MPA has been collaborating closely with partner agencies, industry stakeholders and technical experts to develop LNG bunkering standards, procedures and facilities.

MPA last year commenced work on a pilot program with interested parties of the LNG bunker supply chain to establish operational protocols for LNG bunkering.

Under the pilot program, MPA will provide funding of up to S$2 million (US$1.5 million) per vessel for up to six LNG-fueled vessels.

Singapore is the world's largest ship refueling destination with over 42 million mt of bunker fuel sold to vessels calling at the city state last year.
